At the conclusion of two years of study, the Rangel Fellow is expected to have obtained a degree in international affairs or another area of relevance to the work of the Foreign Service (such as public administration, public policy, business administration, foreign languages, economics, political science, or communications) at a graduate or professional school approved by the Rangel Program. Awardees are expected to maintain a cumulative GPA of at least 3.2 throughout their period of study. |

Organizations must be in a start-up phase. To be considered a start-up, the applicant may have been running the organization full-time for approximately two years and Echoing Green's financial support should qualify it as a major/primary early funder. Applicants must make a full-time commitment to the organization's development. A full-time commitment is defined as a minimum of 35 hours per week; it is expected that the fellow would resign from their current employment to dedicate themselves full-time to their initiative. Applicants must commit to attending Echoing Green's training conferences, if selected as fellows. All new fellows attend a conference in July the year they are selected, as well as a November conference that year and for the next three years. |

Awards are intended primarily to cover station fees at OTS field stations (food, lodging and station access). Other expenses that may be included in your budget, to a maximum of $500, are research and export permit fees, local travel, and and reimbursement in whole or in part of one round trip airline ticket. Major capital equipment will not be covered; minor amounts of materials and supplies may be considered, but are best covered by other sources of funds. Salaries or stipends for the investigator are not allowed, but salaries for field assistants will be considered if the work cannot be carried out safely or efficiently by one person. |

Fellows will not be able to hold two fellowships simultaneously if the Awards Terms & Conditions are contradictory. Applicants may propose comparative work considering more than one country of Eastern Europe or relating East European societies of those of other parts of the world. |
