Dave Fribush researched and wrote a paper entitled "Electric Evolution: The Emergence of the Smart Grid and Issues it Raises for Legislators, Regulators, and Consumers".
The goal of the paper is to give readers, with varying degrees of prior knowledge of the subject, a clear understanding of what the Smart Grid is and to elucidate the main issues involved. Particularly important for VEIC is to understand the issues that its core constituents - state regulators, legislators, and consumer advocates - will need to address so that Smart Grid implementation is fair and effective. Effective here means that the Smarg Grid actually deliver on its promise of more efficient electric generation and delivery, particularly with regard to lower carbon emissions. VEIC 's consulting arm, which currently consults with multiple states around the country helping to implement statewide energy efficiency programs, plans to use the paper to help form internal strategy around the Smart Grid, and to be sent as a primer to potential consulting clients.
