This course will give students a solid understanding of the transportation sector as needed to confront energy and climate aspects of public policy; review relevant policies past, present and proposed, enriched by case studies of key policies addressing vehicles, fuels and the transportation system; and provide experience with tools and techniques of policy analysis pertinent to the subject. Material covered will include: characteristics of the transportation sector including key subsectors (personal vehicles; freight; air); statistics and projections of sector energy use and GHG emissions at global, national and state levels; the structure of transportation-related markets (including vehicle and energy markets) and associated economics; affected stakeholders and institutions; history of programs and policies that influence (directly or indirectly) transportation energy use and emissions; recent policy developments and the status of major proposals, particularly those related to climate. Students will leave the course equipped to assist, advise and manage policy development and implementation with jobs in government, industry, consultancies and nonprofit organizations as policy analysts, planners, engineers or managers who address transportation-related energy and climate programs and policies.
